Texan Weapons of Mass Jihad

 

Khalid Ali-M Aldawsari, a Saudi national and resident of Texas (on a student Visa) was arrested by the FBI last week for attempted use of weapons of mass destruction.
Aldawsari, who allegedly planned to target former member of the U.S. military as well as former U.S. President George W. Bush, his desire for jihad in blog postings and a personal journal. 
He also wrote in his journal that he was inspired by Osama bin Laden, that 9/11 had caused a "big change" in his thinking, and that after learning English and how to build explosives, together with nonstop planning to target the “infidel Americans”, it is “time for Jihad.”
Why are people like this given student Visas to come study in the United States?
