A few specifics on the Swiss vote:

First, a 53.3 % turnout for a popular referendum i Switzerland is estremely high. Most see turnouts in the 30% range. Therefore, by Swiss standards, it was a very big vote indeed.

Second, the ban has already gone into effect, as the constitution has been modified. Irrespetive of what the politicians want, there is nothing they can do.
